Voluntary movements are those under conscious control.

can be controlled voluntarily but differ in that their timing and spatial organisation are to a larger extent controlled autonomously by spinal or stem circuitry.

reflexes

are stereotyped responses to specific stimuli that are generated by neural circuits in the spinal cord or brain stem (although some reflexes involve pathways through cortex).
